何为监管银行？和中移民专家杜雨霏在这里为大家介绍一下：监管银行就是由一个第三方银行作为担保机构，用其信誉做担保，为客户提供资金的监管。有些区域中心会在设立时报批移民局自己的监管银行，而有的是有发售的项目确定后，由项目方或顾问公司共同为客户挑选一个有美元业务信誉良好的监管银行。申请人需要和监管银行签署一份监管协议，来确保资金是按照正常手续来完成转移和投入项目方。所以，客户如果对于监管银行产生质疑，应该向顾问公司要求提供监管银行协议，而大多数监管银行也会让客户填写监管银行问卷表。
那监管协议都会体现什么信息呢？
1丶您所参与的项目是什么？
2丶明确投资额度，并提出这个监管协议伴随您的I-526一起递交美国移民。
3丶按照美国移民局的规定，这个投资是为了申请有条件的美国永久居民绿卡。
4丶投资人和发行人都同意该笔资金在监管期间所产生的利息归监管银行所得。
5丶双方特此委托托管代理人代为托管。
6丶文件上需要体现您所投资的区域中心移民局审批号码。
7丶安全程序——重要的一个环节，客户需要确认您签署的监管协议有该条例。如下
★Security Procedures. (a) Notwithstanding anything to the contrary as set forth in Section 11, any USCIS Decision or instructions from Issuer setting forth, claiming, containing, objecting to, or in any way related to the transfer or distribution of funds, including but not limited to any such funds transfer instructions that may otherwise be set forth in a written instruction permitted pursuant to Sections 4 or 5 of this Agreement, executed by the appropriate person as evidenced by the signature of the person or person signing this Agreement or one of their designated persons as set forth in Schedule 1 (each, an “Authorized Representative”), may be given to the Escrow Agent only by confirmed facsimile and no USCIS Decision or instruction for or related to the transfer or distribution of the Fund, or any portion thereof, shall be deemed delivered and effective unless the Escrow Agent actually shall have received such instruction by facsimile at the number provided to the Issuer by the Escrow Agent in accordance with Section 11 and as further evidenced by a confirmed transmittal to that number.★
