你朋友的应该是所谓的 Adjustable Rate Mortgage 简称 ARM.
ARM 有分 1， 3， 5， 7 年的不等。也就是说头1/3/5/7年的利率是固定的，后29/27/25/23年的利率是浮动的，银行可以调整 （adjustable)。如果2008年做的房贷，2011年要调利率，估计你朋友的是3年的ARM.调利率时是根据 Index (基本利率--可升/降） + Margin (事先约定的--不会变）。 Index 一般是 1-yr LIBOR 或 美国 1-yr Treasury,银行随着这两个利率的升降，来调整 ARM 的利率。
如果2008年时的利率高过2011年的，那么银行是有可能把利率往下降，相反，利率会上升。
