车子被hertz的shuttle撞了,adjuster 永远不接电话怎么办？

我7月29在lax路边停车接人被hertz的shuttle 撞了，打给hertz 等到10月10号才给转到esis 的 adjuster电话，我每天打，大概10月20左右给我回电话，说2天内会有人联系我估车。
等了1个多月，都没有人回复，现在也是天天打给adjuster， adjuster 也不接。
已经4个月了车子都没有修。
也试过联系caliafornia department of insurnace.这是他给打答复，就是说他们管不了
