Job Summary
The incumbent is under the general supervision of the CEO. The Human Resources Manager manages the day-to-day operations of the Human Resource office. The human resource Manager is responsible for performing HR-related duties on a professional level and works closely with management. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, recruitment/employment, affirmative action and employment law compliance.
Job Responsibilities
Develops and administers various annual human resources plan and procedures for all company personnel.
Plans, organizes and controls all activities of the company. Participates in developing department goals, objectives and systems.
Implements and annually updates the compensation program; budgets; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation and revises as necessary.
Develops, monitors and maintains annual Key Point Indicator (KPI) evaluation program and revises as necessary; trains and advises department managers of the KPI process.
Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness.
Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.
Conducts recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; monitors career-path program and employee relations counseling; conducts exit interviews.
Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational charts and employee directory.
Evaluates reports, decisions and results of department initiatives in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
Designs, develops, and conducts training and educational programs, promotes on-the-job training for all departments.
Performs benefits administration, including claims resolution, change reporting, approving invoices for payment and communicating benefits information to employees.
Create and maintain company organization charts and the employee directory.
Maintains human resource information system records and compiles reports from the database.
Ensures compliance with all federal, state and local employment laws.
Performs other duties as assigned or requested
Working Relationships: The incumbent will work closely with all teams. May also be required to work with other departments on an as needed basis.
Supervision Given: This position has no direct supervisory responsibilities, but does serve as a coach and mentor for other positions in the department.
Skills and Requirements
A bachelor's degree and three to five years of HR experience, or a master's degree in HR management and two years of experience in the HR field, or seven years of experience in the HR field, or any similar combination of education and experience.
Three to five plus years of progressive leadership experience in Human Resources positions.
General knowledge of employment laws and practices.
Experience in the administration of benefits and compensation programs and other Human Resources programs.
Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
Effective oral and written communication.
Excellent interpersonal and coaching skills.
Evidence of the practice of a high level of confidentiality.
Excellent organizational skills.
Fluent bilingual English/Mandarin skills preferred
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
Professional in Human Resources (PHR) certification preferred, not required.
